The reason why previous answerers don't seem to have a consensus on this question is that a sentence like "He had his hair cut" is already considered to be passive by some grammarians. They call this the "had-passive". The version "He got his hair cut" is called the "get-passive". However, I'm guessing that you want the _straight_ passive version, which would be "His hair was cut."



Often grammar books ignore the had-passive and the get-passive because they are considered conversational, and grammar books would like it if spoken forms were just wiped out completely. Personally, I think it's a lot more interesting that there are differences between the spoken and written forms of English, don't you? :)
