you have hair follicles on your skin, theyre tiny little holes in which is the root of your hair. this is where your hairs grow from so when you cut the hair, even if you shave it you have not removed the whole hair there is still 1 or 2 mm of it beneath the surface - like a plant growing. it will grow from right there. if you pluck the hair out the follicle will produce another hair and send it out the exact same hole.
